At the man’s words Diana furrowed her brows as she thought things over, crossing her arms after putting the newspaper back in the stand. “As I was told you’re the man responsible for keeping them in check, make sure they don’t run off or misbehave. Meanwhile the heroes were called off when engaging with your crew. I’m not sure when the tables turned on that front, but it seems lazy to me. After all, you have gotten to know them better than any of them have. A shepherd would know where his sheep ran off to, I suppose you should, too. Maybe you should see the vigilantes and cops as your guiding dogs rather than your replacements.”

Rick breathed out a slight chuckle, “If only you knew the half of it.” After listening-and Richard did listen-the soldier considered how to best respond. Without so much hanging over his head as blackmail, a threat… Rick had grown more candid since the gala. “Knowing what I know, honestly.. I’m glad they ran off. There’re a few less lives that can be used against me.” Rick did care about what happened to those idiots after all, even still. Without Waller’s trigger on them the Colonel could at least move on. Focus on what was right instead of what was Waller’s. “The operation I run doesn’t take loose canons… however much politicians want to change that.”

“Without the distraction we’ll have a chance to stop Gotham’s true threat. Something that could obliterate millions, but… ‘guess what I’ve done to stop that instead of playing cops and robbers really is a result of that “lazy” streak I’m known for.” He smirked, but it was more a caustic grimace and vanished within the second.
